The annual meeting of the Pepin Pava Homeowner’s Association was held at 10am on Saturday, June 14, 2025 by Zoom.  The meeting was presided over by Jenn Tomini, who was voted new president as Kenzie’s term has ended.  Other officers in attendance were Paul Solyntjes, treasurer and Amy Backman, secretary. 

The meeting was called to order by Kezie O’Keefe.  The attendees were counted, and a quorum was confirmed.  Attendance.  Approval of Proxies.  Confirmation of Quorum.

Election of Officers:  The positions of Vice President and Secretary are open as Jenn Tomini will be stepping into the President role and Amy Backman will be stepping down from the Secretary role.

  1. Jenn Tomini is new President

  2. Troy Gice was voted in for new Vice President

  3. Leigh Gice was voted in as new Secretary

  4. Paul Solyntjes is current Treasurer

New members were introduced and welcomed:

  1. Emily Ronning introduced Annie Matheson and Dakota Deringer as new co-owners of their property.

Review and Approval of 2024 Minutes. Approved with a few changes which were edited during the meeting.

Committee Reports

Roads:  Don Hovde (Bob Walsh & Chris Troutman committee members).

  1. Structurally our roads are in good shape. 

  2. Minimal frost heave this year as we had barely any frost at all, maybe a little bit of frost on the North side

  3. Roads need a little grading right now and will be done in the next couple of weeks once things dry out

  4. Came in under budget this year

  5. Washboarding effect is created by fast driving, please slow down.  Also, be careful on curves as it is difficult to see oncoming traffic. 

  6. Proposed signage plan for safety - the roads committee will create a plan and submit it to the group for discussion/approval. Would like to keep the signs the same aesthetic as the signs Charlie has made for the neighborhood .

  7. O’Toole road is in need of maintenance, especially the second half before you get to the mailboxes. Road committee will work with the Township to improve conditions on O’Toole Road

  8. Devining of trees - Don and Chris will take care of the Pava roads. If you have vines on your property, a good practice to cut vine at base of tree and then also above your head - then give the vine attached to the tree a couple of months to dry out before attempting to remove it.

  9. Fire Department has requested an evaluation of our roads to ensure a truck can get in and out as necessary. Chris and Don will evaluate the roads, cut down limbs as needed, possibly add crushed rock.

  10. Bob Walsh reminded that the culverts on your property are your responsibility to clean out. Please clean out your culverts. Don said the Road committee takes care of the culverts on the Pava roads. If the culverts are not cleaned it prevents run off and damages the roads. If you need help or advice, please reach out to Don.

  11. Bob Walsh also mentioned that Pine Bark Beetle infestations have been noted in the community, some up on the common area. Emerald Ash Borer continues to be an issue.

Meadow:  Evelyn Gebhard

  1. Meadow is in good shape, however prickly ash has been dug out of some of the prairie.  It is an invasive shrub that spreads rapidly through the prairie – do not eat!  Wild Indigo is starting to bloom, and if you’d like any help identifying any of the prairie flowers there is a book on the trail from the pool to the prairie to help identify.  White Foxglove is in bloom now and hasn’t been noticed before - so the meadow is different every year.

  2. Don suggested more frequent burns or mowing the perimeter of the meadow more frequently to prevent weeds from invading the meadow. Currently the meadow is burned every 5 years and it is mowed around the edges. Last time the meadow was burned was 2023.

Pool (Membership B):  Al Gebhard and Charlie Wright.

  1. Al mentioned that the Bear was spotted at their bird feeder recently. Keep an eye out.

  2. Pool is conditioned and ready for use, a few minor plumbing issues were resolved.

  3. Bob Walsh painted the pool shed and it looks great. Charlie stained the railing.

  4. Please note: All pool and tennis members - take any trash with you when you’re using the pool. The small trash can in the blue shed is for maintenance only. There is not garbage pickup at the pool so all trash must be taken with you.

Tennis (Membership C):  Dianne Walsh 

  1. The tennis committee met last fall and discussed ongoing maintenance for the courts. It was decided that they would do some maintenance this spring, which has been performed in order to keep the courts functional for a few more years.

  2. Just a reminder, the tennis court is for paying members only.  If you are one of the 12 paying “c” memberships, you are welcome to use the tennis court. 

  3. Tennis court is set up for tennis and pickleball.

Treasurer’s Report: Paul Solyntjes

  1. Notable expenses from last year were the repairs/rebuilding of pool deck.

  2. Mild winter saved on roads budget.

  3. After paying for the resurfacing project, there is almost $3000 in the tennis “reserve”.   Whether or not to build on that reserve will be discussed by tennis members prior to 2026 dues.

  4. Dues are similar to previous year

    2. B Membership (+ Pool) $935.00

    3. C Membership (+ Pool + Tennis)$935.00

  5. Paul raised a point for discussion about the proper level of “reserve” funds we should target. Don remembered that he thought the target was one year of expense funds was the target reserve level.

  6. Budget was approved by the group.

Community Update.

Local and Township—Joe Edlin. joey.edlin@gmail.com or 715-307-1638. 

  1. No news to report

County--Angie Bocksell.  abocksell@gmail.com or text 715-559-0830.

1. We used some grant money in the county to fix up the Holden Park Campground by Arkansaw.

2. We hired a 4-H/Community Youth Development Educator who is doing great things in the county with our youth.

3. The Pepin County Together Grant paid for lots of beneficial projects in our communities that assist in physical and mental health.

4.Just a comment from me after serving on the county board for 5 years--compared to other counties we have a very well run county government. We stay within our budgets and our staff is truly dedicated to local government. 

New Business

Common Area Committee

  1. Al proposed that a new committee should be formed to maintain the common areas including the trails and quonset hut. He received bids from Chris to maintain, but Steve Kopesky volunteered to help with trail maintenance for a small amount of pay to cover expenses. Fred will show Steve the areas that need maintenance.

  2. Fred will be Chair of this committee with Steve as a committee member. Volunteers need to help clean up and maintain.

O’Toole Road Maintenance

  1. Don discussed the condition of O’Toole Road which is in need of maintenance in terms of grading, mowing, tree trimming, additional rock, ditches and gullies. Don will discuss with the Township Board/Joe Edlin with support to represent the Pepin Pava HOA and East Bluff group.

  2. The group discussed a topic from last year’s meeting where Joe Edlin mentioned the possibility of paving to King’s place and the pros and cons of that.

Annual Meeting Date for 2026

  1. There was discussion about the format of next year’s meeting (in person vs: Zoom or equivalent or hybrid) to be combined with a social gathering. There was also concern about approving the budget late in the year. The board will look into options in the next couple of months and present options to the group.

    1. Options being considered by the board:

      1. Rent a space for a gathering which would have budget implications

      2. Update technology to support a hybrid meeting

    2. Don Hovde mentioned having the meeting to approve the budget later in the year makes budget planning hard

    3. Jim Nuss brought up a point that Zoom would be beneficial if the meeting is held earlier in the year when some people are not around in the winter.
